RBNZ Leadership Change: Karen Silk to Leave Reserve Bank in December 2026

The RBNZ Leadership Change announced on 16 September 2026 will see Assistant Governor Money Karen Silk leave the Reserve Bank of New Zealand (RBNZ) in December after more than four years with the central bank. The Reserve Bank said Silk will remain in her position until mid-December and will participate in the December monetary policy decision, providing continuity during the transition.

Silk joined the Reserve Bank in 2022 following a senior career in financial services in New Zealand and Australia. During her time at the central bank, she has held responsibilities covering monetary policy, financial markets, money and payments, and aspects of New Zealand’s financial system.

Karen Silk to Depart in December

According to the RBNZ, Karen Silk has decided to leave the organisation in December 2026. She will continue working as Assistant Governor Money until mid-December and will take part in the December Monetary Policy Committee decision.

The timing means the RBNZ will have an opportunity to maintain continuity in its monetary-policy operations while arrangements are made for the next leadership structure. The Bank has also said recruitment for two new Assistant Governor positions will begin shortly.

Silk became an Assistant Governor at the RBNZ in 2022. Her original appointment included responsibility for economics, financial markets and banking, and the role was also connected with membership of the Monetary Policy Committee.

The RBNZ’s current Monetary Policy Committee is responsible for making monetary policy with the objective of maintaining price stability.

RBNZ Reshapes Executive Leadership

The RBNZ Leadership Change is also part of a wider adjustment to the central bank’s executive structure.

The Reserve Bank said the vacancy created by Silk’s departure has prompted Governor Anna Breman to review the shape of the Executive Leadership Team. Under the new structure, two Assistant Governor positions will be established:

  • Assistant Governor Monetary Policy
  • Assistant Governor Payments and Cash

The RBNZ said the changes are intended to strengthen leadership capacity, clarify responsibilities and improve coordination across its core functions. Recruitment for both roles is expected to begin shortly, with an executive search firm supporting the process.

The Bank also plans to establish a Chief of Staff position as part of several other organisational adjustments.

Importantly, the RBNZ says these changes will be funded within the operational budget provided for under its Five-Year Funding Agreement covering 2025–2030.

Impact on Monetary Policy

The RBNZ Leadership Change comes at an important period for New Zealand monetary policy.

Karen Silk has been a member of the Monetary Policy Committee, which is responsible for decisions concerning the Official Cash Rate and the country’s monetary-policy settings. Her departure therefore creates a transition point within the Bank’s senior monetary-policy leadership.

However, the RBNZ has specifically stated that Silk will remain involved through the December monetary policy decision. This is intended to support continuity while the new leadership arrangements are developed.

The Reserve Bank most recently increased the Official Cash Rate by 25 basis points to 2.75% in September 2026. The next scheduled Monetary Policy Statement and OCR decision is due in December 2026.

For financial markets, attention is likely to remain focused on the Bank’s policy decisions, inflation developments, economic growth and the eventual appointments to the new leadership positions.

Silk’s Recent Work at the RBNZ

Before announcing her departure, Silk continued to be involved in several important areas of the Reserve Bank’s work.

In September, she delivered a speech on the role of the repo market in supporting financial-market liquidity, monetary-policy implementation and financial-system resilience.

She has also been involved in work to modernise New Zealand’s retail payments system. In August, the RBNZ outlined issues facing the country’s payments infrastructure and said the existing system is operationally reliable but has fallen behind international standards in areas such as modern payment capabilities and infrastructure.

The Bank said approximately NZ$2 trillion of retail payments flow between New Zealand banks annually, highlighting the economic significance of payments infrastructure.

What Investors Will Watch Next

The RBNZ Leadership Change gives financial markets another factor to monitor alongside the Bank’s monetary-policy outlook.

Investors will be watching the recruitment of the new Assistant Governors, particularly the person appointed to the Monetary Policy role. The composition of the Monetary Policy Committee matters because its members participate in decisions affecting interest rates and monetary conditions.

At the same time, the immediate transition is designed to be orderly. Silk will remain in her current position through December and participate in that month’s monetary policy decision, while the RBNZ works on the new organisational structure.

The leadership changes therefore represent an organisational transition rather than an announced change to the RBNZ’s monetary-policy mandate. The central bank’s stated objective remains maintaining price stability through its monetary-policy framework.

For New Zealand’s financial markets, the key developments to follow will include the appointments to the new Assistant Governor roles, the December OCR decision, inflation data and the Bank’s assessment of economic conditions.
